Why it happens
Codes on the consolidated feed differ by listing venue. 'M' is how a Limit Up-Limit Down pause on an NYSE, NYSE American or Cboe listed security typically surfaces, where a NASDAQ-listed name would show LUDP. Same mechanism, same 15-second band rule.
How long it lasts
5 minutes, subject to extension by the primary listing exchange.
