What these two lists actually mean

SSR (Rule 201) is the one that changes how you trade today. Once a stock prints 10% below the prior close, short sales can no longer hit the bid — they must be placed at a price above the current national best bid. Practically: shorts stop being able to press a falling stock, and squeezes get sharper. It stays on for the remainder of the session and all of the next one. Roughly 282 symbols are carrying it right now, which is a decent proxy for how much damage yesterday's tape did.

The Reg SHO threshold list is a settlement signal, not a trading rule. A security appears after 13 consecutive settlement days with failures-to-deliver at or above 10,000 shares and 0.5% of shares outstanding. It does not ban shorting; it forces brokers to close out the aged fails. Names that sit on it for weeks are usually hard-to-borrow.

Why traders check both: a name appearing on the SSR list is, by definition, a stock that just dropped 10%+ — there is almost always news behind it. The list tells you what moved; it never tells you why, and by the time a ticker shows up here the move has already happened.
